Traffic Regulation Order
Traffic Regulation Orders (TROs) are a legal requirement for some traffic schemes. They are required whenever the use of a road is being restricted or prohibited (eg parking restrictions, banned turns or road closures).
As part of the TRO process, a public consultation takes place. The traffic scheme may be revised if any comments or objections are received.
Cost
TRO costs can vary considerably, however they are normally around £4,000 - this is included in the costs for all schemes on Traffic Choices.
Even if a proposed traffic scheme has different types of measures, it is usually possible to cover this in a single TRO. If more than one TRO is required for a scheme with different measures, this can be progressed in the same ‘package’, which might reduce costs.
Larger and more complex schemes are likely to cost more, as they require more preparation and larger advertisements in the local newspapers.
If the scheme attracts a lot of objections from the public and public bodies (e.g. emergency services), it will take more time to process the TRO, and it may need to be revised. This will increase costs.
Time frame
TROs usually take at least six months to process due to the legal work and public consultation required, although this does vary depending on the amount of correspondence received.
Statutory Notices
Sometimes Statutory Notices are required instead of TROs, however the process is very similar to a TRO in procedure, time and cost.
